Mandatory Policies and Documents Required by CQC (as of July 2025)
From the latest CQC guidance (“Supporting documents: provider registration application”, “Evidence we need”, and “Better registration process for new homecare applications”):
These are the documents/policies you must send with your registration application for a homecare (personal care) service. If any are missing, or do not satisfy minimum detail/quality standards, the application will be rejected at the initial check.
Mandatory Documents / Policies
- Consent policy and procedures – how you obtain informed consent, manage capacity, etc.
- Equality, diversity and human rights policy and procedures – how you ensure non-discriminatory, equitable care.
- Governance policy and procedures – your organisational structure, leadership, responsibilities, oversight.
- Infection control policy and procedures – protocols for preventing / managing infection in home care.
- Medicines management policy and procedures – how medicines are handled, stored, prescribed, errors reported etc.
- Recruitment policy and procedures – hiring, vetting (DBS etc.), inductions, staff checks.
- Safeguarding policy and procedures – how you protect people from abuse, neglect, what actions, reporting etc.
- Statement of Purpose – must describe the type of services, who they are for, location, hours, supporting people, aims and objectives etc.
Additionally, supporting documents to show evidence of:
- Public & employer liability insurance quote or certificate
- Information Commissioner’s Office (ICO) registration certificate – though there is ambiguity about whether this is still mandatory at initial application (see changes)
- Financial viability statement (unless you’re a corporate provider) – CQC wants to see you have financial resources to sustain your service.
Also for homecare specifically:
- Additional Form for Providers of Personal Care – provides extra information including your director(s), nominated individual, registered manager, local demand / market research etc.
- Staff responsibilities – list of tasks/roles, who is responsible for what to show accountability.
- Company structure – ownership, legal structure, roles.
- Service user guide – gives prospective users an idea of what to expect (services, rights, complaints, safeguarding etc.).
- Evidence of legal occupancy of premises / location used for your registered office / service base (if you own/lease etc.).
Optional or Documents You May Be Asked to Provide
